Kirsten Dalboe, Chief Data Officer, Federal Energy Regulatory Commission

Kirsten Dalboe, Chair of the Federal Chief Data Officer Council and the first Chief Data Officer at the Federal Energy Regulatory Commission (FERC), is a data trailblazer with a passion for establishing effective data governance structures, establishing agency-wide data practices, and successfully delivering data products and services. Before FERC, Kirsten was the Director of Data Operations at the Department of Health and Human Services Office of the Inspector General (DHHS OIG), leading the build out of the cloud-based Integrated Data Platform and delivered its award-winning Enterprise Dashboard. Before that, she served as Chief Data Architect and Director of Enterprise Data Management at the Department of Homeland Security (DHS) and served as the Program Manager for the DHS MGMT Cube, a mission-support data analytics program and ACT-IAC Igniting Innovation finalist. Kirsten has received several prestigious awards, including FedScoop’s “FedScoop 50” in 2024, NextGov/FCW’s “Federal 100” in 2024, FORUM’s “Leading for Impact” in 2023, WashingtonExec’s “Government Chief Data Officer of the Year” in 2022, and named to CDO Magazine’s “Global Data Power Women” List as well as named to CDO Magazine’s “Data Leaders 100” List. Kirsten is a native of the DC area, plays the violin in her spare time, and is the mom to triplet boys.
