Session 20-C

Data in Space: Exploring the Space Commerce Use Case for Data Management and Data Storage in Orbital and Lunar Facilities

← Back to Agenda

As humanity gears up for a new era of lunar exploration and commercial activity, the legal frameworks governing these endeavors take center stage. When Neil Armstrong and Buzz Aldrin landed on the Moon with Apollo 11 in 1969, they established an American base under the auspices of the United Nations Outer Space Treaty, without claiming sovereignty over the Moon. As we prepare to return to the Moon, the application of space law to these missions becomes increasingly relevant.

In this fireside chat, Chris Stott, founder of the Institute for Space Commerce, and Justin Magruder, Chief Data Officer and Strategist for SAIC, will explore the opportunities for the use of space resources for data management and storage, and the underlying complexities of the legal landscape for lunar and space commerce. The discussion will illuminate how well-established processes enable the licensing of activities based on U.S. obligations under international treaties, and clarify the distinction between jurisdiction, regulation, and sovereignty in outer space.

A significant aspect of this dialogue will focus on the innovative use of space and lunar resources for the storage and management of massive quantities of data generated by global networks, governments, businesses, and users. As data continues to grow exponentially, Earth faces increasing challenges in securing and sustainably managing this critical asset. The Moon presents a unique frontier for addressing these challenges through secure and sustainable off-planet data storage solutions. The speakers will delve into the technical, legal, and regulatory considerations of establishing data management and storage facilities in space, highlighting the substantial benefits and responsibilities that come with leveraging current space treaties. This discussion will underscore the transformative potential of space-based data solutions in addressing terrestrial data management issues.

Attendees will gain insights into the application and practice of law on the Moon, Mars, and other celestial bodies, understanding that these environments are governed by a robust legal framework. This session promises to be an enlightening dialogue on the intersection of commerce, law, data management, and space exploration, offering valuable perspectives for regulators, legal practitioners, technologists, and space enthusiasts alike.
