
Justin Magruder, Chief Data Officer, SAIC
Dr. Justin Magruder is the Chief Data Officer at SAIC, a Fortune 500 IT services company in Reston, Virginia, and the Founder and Managing Partner of Noetic Partners. With over 25 years in data architecture, strategy and operations, he is a pioneer in enterprise data management, notably inventing GLUE.ID, the blockchain’s first global authoritative, resolvable Identity Token, and the Noetic Master Model, the first ISO 8000-certified enterprise financial risk management model.
At SAIC, Justin drives the Enterprise Data Strategy, implementing Lakehouse and DataOps solutions to support AI, Zero Trust, and Information Governance, supporting agencies in the federal financial community, other federal, state and local entities, and several commercial firms in heavily regulated industries. Previously, he founded Noetic Partners, serving financial services clients around the world, and held leadership roles at Deutsche Bank, Merrill Lynch, and J.P. Morgan, enhancing data-driven strategies and risk management.
Justin developed GLUE.ID to improve counterparty and operational risk management in global markets and the Noetic Master Model to enhance investment evaluation and risk analytics. He also developed a benchmark for mortgage industry data during the credit crisis and conducted quantitative analysis on credit ratings quality for a global banking consortium.
He holds a BA from Colorado College, an MBA from Columbia University, and a PhD from the University of Arkansas. Justin serves on advisory boards for the NSF’s EPSCoR DART program and ECCMA, and advises ISO’s Technical Committees for AI, automation, and financial services.
